TIME measured by the apparent diurnal rotation of the (true) VERNAL EQUINOX. It is counted from 0 HOUR, when the VERNAL EQUINOX is on the MERIDIAN, through 24 HOURS. Naming the MERIDIAN of reference is essential to its complete identification.
